IE Cannot Display Page & HTTPS

I work for the government and not surprisingly, I have to go to a lot of government websites. All of them have outdated certificates and frequently IE will refuse to go to them. When I go to websites such as



https://dtsproweb.defensetravel.osd....site/index.jsp

and click accept it tells me "Internet Explorer Cannot Display the Webpage". Now some people have told me to contact the government website webmaster to get it fixed. These people clearly don't know anything about the government because that's like yelling at a boulder to get out of the way :-p. Is there any way to get IE to cooperate and just go to the website; security just thrown out the window?
