Did you look under Start/All Programs/Windows Live/Windows Live Mail? In other words, the link for Windows Live Mail is contained within a yellow folder icon called "Windows Live".

If its not where roncerr suggested, like it should be navigate to C:\Program Files (x86)\Windows Live\Mail, right click and send shortcut to desktop. From there you can drag the shortcut to your start menu and to your program files and windows live folder.
