Are you using your hotmail address within the "Windows Live Mail" system?

On the "Windows Live mail" screen, near the top left of the screen are 4 options, the left hand one being called "Home". Left click the icon just to the left of that and you get a list of choices. Left click "options" to get another list of options. Left click "Mail". On the "General" Tab see an option to tick "Play sound when message arrives".
Tick it with a left click. If it was already ticked then the fault lies elsewhere. Make sure the volume is turned up for general computer sounds (e.g. play a game to see if it makes sounds)

Are you trying to access your mail through your browser at the Hotmail website or are you using a special program downloaded and installed on your PC like "Windows Live Mail" (the replacement for Outlook Express for Win 7, which doesn't come with an email program)?

If you do not want to wait until someone routinely emails you; send one to yourself either from your own PC/laptop or from another source (perhaps you also have a "smartphone", or phone a friend and ask them to send you a test email)
By the way; you did not say if the item I told you to tick, was already ticked.

Windows Live 'Messenger ' is the portion of Windows Live that gives notice of new emails. (It also provides the capability for chatting, IMs, video chats, and numerous other functions as well.) Be sure you've got your Messenger enabled, activated, and turned on.
