One doesn't connect "to" a browser. One connects to the internet with a browser. So it's not clear if you are saying that internet explorer will not open (so that you have no IE window to use) or if you are saying that when you go to a web page IE can't find the correct page. If your problem is the latter see if you can go to Google using it's IP address
Google . If you can then you may have a DNS problem. Try resetting your router. If you still can't, then you could try to reset IE: Tools/Internet Options/Advanced/Reset.
