Yes. Are the types of websites you have trouble viewing all have "https:" instead of "http:" at the start after you do log in successfully on another pc? Here is an explantion of the difference:
HTTP Secure - Wikipedia, the free encyclopedia. Note that the https sites use port 443 instead of port 80. Perhaps the Windows firewall the Dell has on it is blocking outgoing requests to port 443. If the Dell is connected through a separate router which the other PCs don't use, then that router could be blocking outbound connections to port 443. Temporarily turn off the firewall on the Dell (and the one in it's separate router if it's using one) as a test to see if it might be a firewall issue.
Also, sometimes non-Microsoft security programs sometimes block outgoing stuff under the assumption that they are "calling home" so you might temporarily turn off any non-Microsoft security program on the Dell.
