IE 8 will not Load /

My IE8 will not load.
1. Tried IE with no add-on.Failed.
2.Tried IE in 64 bit failed.
3.Tried IE 32 bit failed.
4." Reset" defaults in "advance tab" in "internet properties."
5. SFC/ scan-now. Returns no errors.
6. Turned IE off by using the "turn on, turn off windows features" rebooted and then back on rebooted.
7 My task manager is showing " Windows Media Networking Sharing Services" is continuing to hog my CPU. I have disabled and rebooted to save settings. Open services.msc back up and it is set back to "Automatic" start up.
8. Tried to upgrade to IE9 Fails to install.

Thinking about deleting IE in reg-edit.
Any suggestions?

Apparently you are not up to date via Windows Update. I'd do that first before anything else. If you can't do that either, you may have to do a repair install, or maybe a reinstall of Windows 7, followed by all the critical updates and SP1. That's far more important than getting any specific browser to run.
