Colour scheme compatibility with web pages

Why is it, that I have the ability to setup a black colour scheme, but web pages do not follow this convention, forcing me to highlight text in order to read it, ie I have black as my background and green as my text, yet I find I have to highlight alot of webpages in order to read the text. Is this simply a case of web page creators specifying black as the text but leaving the background to the default colour scheme? Microsoft, if you could make something just work, it'd be great!!
