Connecting to the blank page stored on your PC. It may be faster if you change the Internet Options/General/Tabs/Settings to "the new tab page" instead of "first home page" or "blank page". The new tab page is also more useful in that you can reopen tabs you previously closed.

Also, if you're not using any proxy settings, you can uncheck the "Automatically detect" checkbox in Internet Options under Advanced > LAN Settings. This will cause it to always try the direct route to the internet first, before checking the network for a WPAD record or server.
