get rid of the <style> tags, so your css file only contains the two a... lines, then you also have to tick the 'ignore colours' box, but that seems to ignore all colours on the page and not just links. it doesn't work very well, does it? interent explorer has never been renowned for its css handling.
i really don't know if there's a default css file for ie9 that you can edit, sorry.
