Windows 7 - IDM downloading slow speed

Hi,
I have been facing dis pblm since last 2-3days.I use idm 6.05 build 10 to as my default download manager.It used to work fine until 2-3days before wen i had dis pblm.Wenever i put something to download mainly youtube videos r any other things at first it starts at a speed of 30kbps or more but suddenly after 2-3seconds it decreases to bytes per second.I don know wat 2 do.I tried reinstalling it several times but no use.Den i tried downloading youtube videos by ant video downloader but same results.I dont understand wat happened.Wen i try playing youtube video,video of 10min takes more than an hour to stream i don understand wat d pblm is?? Pls help me.Is this my lap pblm or download managers pblm.Help me solve.I'm uploading screenshots.Pls help.

Some questions first,
1. Is this happening to all downloads ?
2. Who is the ISP (Internet Service Provider) and what is the internet connection speed ?
3. Have you crossed the FUP (Fair Usage Policy) limit for the package ? If yes, then the speed will be reduced till the end of the current billing period.

I actually stay in hostel.. We get internet given by our university.. I uploaded d screen shot f its speed..

The speed specified there is not the speed of you internet connection. It is the max limit of the local area network.

Given that you are in a university hostel, it is possible that the speed may be throttled by the university to cut down on downloads.

BTW, the first question, Is this happening to all downloads and browsing ?

No only d videos idm.. Rest downloads like firefox default download,orbit r all slow compared 2 idm so i prefer Idm.. But its causing troble...
