Outlook 2007 Can not send emails with attachments greater than 3 Mb

I recently purchased a new laptop with Windows 7 64 bit and MS office 2007. Apparently outlook can not send emails with attachments greater than 3Mb. I already disabled my anti-virus, firewall and bit defender. I am not getting this problem when I'm using my other box with Windows 7 32Bit and outlook 2007. Is there any hotfix available for this problem?
