Based on the screen shot you provided, it looks like you are using IE9. It's possible you might have an IE7 add on. This Microsoft article explains how to manage IE9 add ons (see what's installed, turn them on or off, delete.)
How to manage add-ons in Internet Explorer 9

First, make sure your computer is current with updates.
Microsoft Update
To reset your Browser: Tools>Internet Options>Advanced Tab>Reset, Reset Close. Close Browser, then open. Set up Internet Explorer 9. Use recommended settings. Go to free space above browser window. Right-click to bring up small menu. Select, Menu Bar, Favorites bar, Command Bar, and Status Bar. You will need to keep right-clicking to bring up the menu after each selection. Next, click on Tools>Internet options> Home page, type in the page you use. (The page you see when you open your browser). Click apply, then Ok. Click Tools>Manage Add-ons, enable or disable. The ones you want, highlight to select, then right-click to select. Tools>Pop-up blocker. Pop-up settings. In the address bar, type the sites you want to allow. I type www.hp.com, this allows the HP remote support window to open because it's a pop-up. So, enter the sites you want to receive pop-ups from.
If your having trouble with Adobe Reader, go to Add/Remove programs and uninstall it. Start>Control Panel>Uninstall a Program> Highlight, Adobe Reader. Select uninstall. Reboot come back here and download a fresh copy. http://www.adobe.com/products/reader.html

Audra, you've got a lot of add-ons.
Do you use all of them?
Try running Internet Explorer without any add-ons. You can launch No Add-ons Mode from the Start Menu by clicking All Programs > Accessories > System Tools > Internet Explorer (No Add-ons).See if the problem goes away. If it does, you might have to try each add-on separately to see which one(s) are causing the problem.
Yeah, quite a lot.
i dont know i use all of them or not at without permission addons, so i never touch it.
Nope, not worked at all..
without addons, i disable all, and reset again.
now my tracking protection doesnt work either, not appear in my address bar.
my ie is an update from ie9 platform preview.
from that, i realised have different behavior than
i install fresh ie9 final release at other windows.
i installed ie10 platform preview before.
when iegallery.com updated latest, its become worst..
are there some .dll must be deleted?
maybe i just copy and paste ie folder from another windows,
but i have problem about acces security?
need help!!!

about tracking protection, "right click" > more information
see..
if empty, remove, and install again.
but u cannot directly from msgalery.
so bing(search) it!
download at other website

This error is unfortunate. I too wish there was a solution. I have followed your advice and installed the tracking protection list manually without using MS Gallery.
