Granting local admin rights to domain user

I want to reset IE9 settings for a domain user but on her account the option is either not present or is not executable because she does does not have permissions. I have set her domain\janedoe account to have Administrative rights for that computer but it still does not give her full admin rights to IE so as to reset the settings. I am unable to Run as... local admin to do this either.

I have Local admin and network admin rights and this seems a bit overly complicated but it must be done.

How do I go about doing this? Thanks.
