ie9 click on link to open in new tab, tab opens nothing happens

I just installed Office 10 student version. After trouble shooting error 2203 and finally being able to successfully install this program, my IE9 is not working right. When I seach on Yahoo, say I open up microsoft window and want to click on Support and Help, a new tab opens with nothing in it. It will not load the link I am asking for in a new tab.

I have tried to put back the steps of trouble shooting the error 2203 that I had to change in order to install Office 10 Student version however the links still will not open in a new tab. Please help.
