What is set in Control Panel ==> Default Programs ==> Associate a file type or protocol
for Protocol MAILTO (protocols are all the way down after file types)

and what is set in Control Panel ==> Default Programs ==> Set your default programs ==> Outlook
are all of the defaults set? "This program has all its defaults"

You might want to compare your settings against one of the machines that doesn't have the problem.
