Windows 7: I.E.9 being detected as I.E.7

I.E.9 being detected as I.E.7

One of my clients says many sites such as paypal, detect and give him a message that he is using an older browser (or a couple sites tell him to upgrade to Win 8). I had him check the "about" and it shows Internet Explorer 9.

This is what he gets from paypal:
Update your browser: It looks like you're using an older browser that may have known security issues. Help protect your account


Doing a search, I found this can happen if the website is not detecting the browser properly. paypal must be detecting it properly as I do not get the message with my I.E.9

I haven't been to his location to actually check what he has, just e-mails so far.

Make sure it is not set to use compatibility view on those sites. I've seen it cause those errors before.

Some sites run spam/ads Update your "IE 8" etc. with links to who knows where if you click on them.

Yes they look legit but when they tell you to update your IE8 to IE9 and your using Sandboxed Chrome then I got suspicious.

I suspected the scareware/malware. But he's getting it on the legitimate secure paypal site too.

I had him check the compatibility mode but it wasn't set or listed in the compatibility view panel.

I have had the "update" link show before on legitimate sites when using IE 9. I almost always use IE 9.

Click here to get "IE 9 now" or "Update your IE 7/8 to IE 9" and I'm using IE 9.

They are ads at best even on Paypal.

I still have to think there is some issue with the user's system that he is getting these. I'm going to have him run ccleaner and clear cookies and temporary internet files and see if that makes a difference. I'm sure he's never done this.

User reports his wife's PC can access the same sites and does not get the notice, also suggesting its something in his machine. He has run malwarebytes and it did not detect anything.
