OK, After some more time with this problem I've worked a few things out,
Internet explorer (64bit) is working but it's the 32bit that's giving me trouble.
I've tried the following,
- Winsock reset
- Run with no add-ons
- Reinstalled ie9
- Reset ie9 settings
- Uninstalled Flash/Java
- Turned off security/firewall
- Removed as much third party software as I can
Also, ie9 (x32) runs fine when I run as admin.
