You won't have access to the Hosts file unless you have Admin rights
You may have access to the Internet Options Security settings - set them all to default, and check any settings for included domains.

If all other computers are fine, but this one is not, compare settings (GPO, installed applications, running services, HOSTS file, etc) to see what is different.

Then he needs to talk to Microsoft, after all, the company-no doubt-has an enterprise license.

And he needs to enroll in a couple of Microsoft Certification classes. I'm sure his company, with that many computers, would find such to be a worthwhile investment.

I have attempted to update SOPHOS but it does not update. I re-installed SOPHOS (yes I do have admin rights). Reset IE to defaults and this still failed.

I just check the HOST file and the SERVICES file. Both are showing nothing out of the ordinary. It is not a corrupt profile either.

Good luck.
