Unwanted popup about facebook, twitter, gmail and "like".

I keep getting a popup with 4 horizontal icons. The icons represent "like", facebook, twitter and gmail. I know what each means but don't know who is sending this.
Where do I go to shut off this popup?

Click on 'tools' under the address bar, then click on 'popup blocker'. Is it turned on? Look at the settings too.

Random sites. For instance on your recent answer it popped up, went away, and popped up again.

When thread is opened and with the mouse hovering above the “ Windows SevenForums” logo I was able to make the unwanted icon come and ago by moving the mouse away from the logo and back on.

Continued to scroll down to read my first post. Did the test again and DID NOT get any response from the mouse on that post, anywhere.

Scrolled down to the post from Jacee. No action from the mouse there either.

Scrolled down to the post from me and nothing there either.

Then I scrolled down to “Dwarf”. Nothing there regarding mouse position until got down to the large icon with the word “Dwarf” in it. Mouse hovered over the large icon and the unwanted icon showed up. Move the mouse off the large icon and the unwanted icons disappeared. Move it on the icon the unwanted turned ON. Mouse off the large icon and the unwanted turned OFF.

And on the last post, from me. Nothing happened.

It seem that this behavior, of the unwanted icons, is triggered by hovering over only certain objects.

I hope I have given some more clues.

It seems that the popup might be generated by something called "smartbar". Will go down that road for a while.
