    I cannot upload anything to the internet or attach files to emails.


    Since beginning of july 2012 my laptop won't allow me to upload anything online to sites like facebook, youtube, attach files to emails and other websites. It seems I can't send files through an instant messenger, either, so I know it's not a problem with my browser. i can browse sites and play/watch videos & also download. when i upload a picture or an attachment, the gif image keeps rotating but the upload bar doesnt go above 2%.
    I've checked Windows Firewall's advanced settings, and outbound connections are allowed, and all the rules that would say anything isn't allowed don't have anything to do with files to websites. i scanned my pc for viruses using avira antivirus and also malware bytes anti malware. also scanned and fixed registry usingCcleaner. finally did a system restore.
    im using google chrome. tried on mozilla firefox & internet explorer-9 but same result. did a reset as well. my OS is windows 7.
    Also I've tried turning off the antivirus & also firewall for public networks. that doesn't help either.

    my recent final installation for 2012 was adobe flash player 11 plugin. uninstalled it but no change.
    Finally uninstalled my Avira Antivir personal and reset internet explorer settings but still stuck with the same problem.
    i dont hav NOD32 in my pc.
    Pls help.

    "Description . . . . . . . . . . . : Dialog Prepaid Mobile Broadband"...Is that meant to be used with a cell phone or a computer? How does your carrier's hardware device (Dialog Mobile Broadband) physically connect to your pc? (e.g. USB?) If you surf to www.speedtest.net what are your upload and download speeds?

    Dialog prepaid mobile broadband is the ISP. connection is through a USB dongle. i took the dongle to the ISP's office and plugged it into one of their computers and it works fine. thats how i pinpointed the problem to my laptop and discarded any dongle issues.
    i took a speed test and the results are in the link below:
    Download: 1.96Mbps
    Upload: 0.08Mbps

    Are there any other ports on the laptop to try for internet access like another USB or an Ethernet Jack or Wi-Fi? For example, you could try Wi-Fi at a hotspot or connect the Ethernet Jack to a friends router. If you have only one USB port does it work properly (both directions) when connected to a USB extermal hard drive?

    I tried using other USB ports but still same problem.
    This internet connection (Dongle) works fine on other computers.
    Are there any repair files that i can use for windows 7?
    this thing is driving me nuts!

    Some non-Microsoft anti-virus software might block outgoing ports and perhaps not return things to normal when uninstalled. Try turning off any firewalls you have as a test (Windows Firewall, Anti-virus firewall if separate from Windows, your router's firewall).

    You said the dongle works fine on your wireless provider's PC. Their PC no doubt has a good copy of their own connection software. Do you have the same version as they do?

    To check and repair Windows itself you can try the command prompt system test "sfc /scannow". Also make sure you are using the drivers that are meant for your PC, not just the generic ones that come with a new Windows install. Also, it's always best to be up to date with the security and other important updates for Windows and IE per Windows Update.

    Also, you never answered the question about other Internet access methods that don't use a dongle from a broadband wireless provider (like an Ethernet port or a Wi-Fi connection at a hot spot that provides Internet access to computers connected to it).

    dongle works fine on the service providers technical staffs PC and also works on my office PC until yesterday when my office pc also started with the same problem. the scroll bar goes all the way to the end and the gif image just keeps on rotating but doesnt end upload. In my laptop the scroll bar doesnt even go past 1% and the gif image keeps on rotating.

    Even my bro's dongle has the same problem.

    as for the other methods you suggested, ii dont have access to a Wi-Fi spot and also im engulfed in work from morning till evening head to toe

    i will try the cmd scan and get back to you.
