    IE9 will not open.

When I click on IE9 I get an error message and the 'content advisor' window opens displaying the following message. 'content advisor will not allow you to see this website.'. It list the following address ; http://www.icra.org/ratingsv02.html. when I go to that site I'm told 'the ICRA lable generator, ICRA tools and Webmaster support will no longer be available'.
My IE will not open and I've never had this problem before.
    What can I do?
Do I really need 'Content Advisor' ?
    Thanks in advance,
    Herb.

That's puzzling to me. From the Start and type I.E. and see if you can open it from there. I though that ICRA lable generator was used for parental control for web sites not I.E. itself. Do you have any other browsers and do they work?
    Take a look here.
    Internet Explorer - Reset
Be sure you read the warnings.
