Did you install just windows live mail or other programs as well?
Did you restart after uninstallation?
It should look something like the picture I attached.

Here is the link to download Windows Live Essentials 2011 which includes several programs, one of which is Windows Live Mail.

When you start the download, watch the screen, You will be asked which program(s) you want. You can pick and choose. Just make sure you check or un-check the boxes.
Here is anothe MS site which allows you to pick whichever program you want to install...

P.S. exactly which program is not working and which program you actually want ?
Your initial post said WLM not working.
Now you wanted to installed Messenger.

I just want windows live mail. When I go to your pages I get the download Windows Live Essentials. It doesn't allow me to pick which programs I want but downloads the wlsetup-web.exe file which then says it is making changes to my computer and then says Done and you have the latest version of Windows Live Essentials? But then there are no program files with Windows Live?
Yes - you gave me 2 download links and I have tried them both. When I search as advised there are no Windows Live Mail installations - and yet I have tried to install them.

Is your computer up to date?
Do you have Service Pack 1 installed?
To check if you have SP1 installed go:-
(1) Click on the Start
(2) Control Panel
(3) System and Security
(4) System
