Windows 7: How to change settings to get Windows 7 to ask me before downloading?

How to change settings to get Windows 7 to ask me before downloading?

I find that Windows 7 automatically saves downloaded files wherever it warts to.
I want to change that to make Windows 7 ask me BEFORE it starts to download where it is I want it placed.

If I'm understanding your question, you'd like to be able to select where your downloads get saved. I think these two tutorials (one for Internet Explorer and one for Firefox) should help. You can permanently pick a new download location of your choosing (like the desktop) or select a location for each individual download.
