, and read further on to gain an understanding.
You may have to experiment with the encoding to see what works best for you, I do not use WLM, but I believe you will have to start at Tools\Options\Read\Fonts
There are changes to be made to both outgoing, and incoming mail.

If that does not work you may have to repair it:
- Go to Control Panel\All Control Panel Items\Programs and Features\
- Scroll down to Windows Live Mail, right click on it.
- Left click on repair.
- Follow the prompts.
There is also a registry change one can make, but you do not seem to be having a problem with "Smart Quotes" just the apostrophe.
