I can not send an attachment in IE 9 using outlook.com. Using Chrome and FF send an attachment works perfectly. Anybody else having the same problem and is there a fix for it.

Personally I find IE 9 is sadly still buggy and opted to see WaterFox made the default being the 64bit flavor of FF. I haven't sent anything but so far only took a fast look at the new outlook.com geared towards Windows 8 more then anything since MS wanted to dump the Hotmail name entirely.

No problem found here when sending a test message with IE 9 to another ISP email account with a file attached. It might be the type of file you tried sending which may have been flagged by the security on the receiving account.

Here's the skinny so far. I found that outlook.com works perfectly fine in all browsers except for IE 9 64 bit...even IE 9 32 bit works as it should including sending attachments.

Sent feed back on the issue...hopefully it will get resolved and soon.

Here's my feedback: When using Firefox with Hotmail.com or Outlook.com, the Attachment link is dead when I click on it,i.e., I'm unable to attach a file, but both IE and Chrome work fine. I haven't found a fix yet.

IE 9 x64 here is Dead Issue as far as attaching anything with any email account. Right now you are not actually logged into any outlook.com account but are only seeing the beta view of it while logged into your Live Hotmail account.
