Click web link or open htm/html using IE 9 startup solwly recently!

Recently when I click web link (Windows Live Mail, Steam, or other programs use browser to open web link) or open html/htm file, my IE 9 delay almost 1 second to startup (just the IE 9 window appear, the website loading isn't concerned) comparing to before.

Previously, when I click web link, the IE window appear suddenly with no delay.

I attempted to reset the IE setting, but no effect.

It seems that after this month's MS critical update, it happened.

In this period, I only update my Java (7 update 5 to update 6), net framework (4.0 to 4.5), and Kaspersky Internet Security 2012 to 2013.

I also uninstalled above 3 items, but no effect, too.

Pls somebody help me, thanks!!!
