UPDATE: Issue resolved after restarting computer.

MESSAGE:

Unable to download (file) from (location).

Unable to open this internet site. The requested site is either unavailable or cannot be found. Please try again later.


This is my first time using IE 9. After starting IE I immediately went to download Norton security and got this message. I also noticed that I get this message with anything else I try to download.

So far i've tried changing download location on IE, however it does not seem to show up on tools menu or regedit.
Ive also tried go through internet options>advanced>security>uncheck/check "do not save encrypted pages to disk"
And i've tried right clicking the link and clicking save target as

Before this I changed my default location for my user profile using this tutorial:
User Profile - Change Default Location

Brand new computer build
Windows 7 64bit
IE 9
