You can't disable it. But you can do this and you should not have pop up again.

No this is not what I want. I should be allowed to enable add-ons I want and disable add-ons I do not want and then to be left alone. As an example in a previous version of windows (not in windows 7) I can disable windows updates and also change how windows notifies me and select do not notify me.

If I get the IE9 shortcut and modify it yo add -extoff

IE9 willl not allow me to continue untill I manage the add-ons

I realize that this is just an example and not the topic of your thread, but it sounds like you are saying that you cannot control updates in Windows 7

As far as starting IE with the -extoff switch and getting the popup...
...I don't see a way to turn that popup off; maybe others know how to do that.

And this is not going away.

You are running with add-ons disabled

Is it against Microsofts code of practice to run IE9 without add-ons enabled. If so why is this considered an ilegal act?

I personally do not run with "add-ons disabled". My guess is that doing so is meant to be used when troubleshooting some behavior... not for day to day use.

If MS were to make a setting that allowed every IE user to change the behavior to their liking, there would be too many settings.
