1) I'm not sure what you mean by syncing something (either contacts or a WL account) to a regular email account.
2) If you click on contacts in the main window of WLM a new window should appear containing contacts (either your signed-in contacts or your not-signed-in contacts, depending on whether or not you signed in). If instead you see something else, it may be that WLM needs to be repaired. Go to Programs and Features an highlight "Windows Live Essentials" and at the top click on "uninstall/change". The next window gives the option to "Repair".
