Well you could cut out add-ons, could try resetting it through windows -features. As well clear its history, cache, and settings. Then play with the settings to configure what you want as start page. Also check your computers maintence, it might not be the web browser.
OR
you could just simply and amazingly, download https://www.google.com/intl/en/chrome/browser/
(which finally became the most popular browser.)
If you do get chrome, i suggest installing Adblock plus : https://chrome.google.com/webstore/d...ibdccddilifddb
Then adding these filters: The Official EasyList Website
This will allow ad blocking and skipping even on youtube!

Sorry you are having a bad day with IE9.
Q1) This could be caused by one or more installed add-ons or toolbars in IE9. You might check using the tutorials below by temporarily disabling them and enabling them one at a time testing inbetween to see if one may be a culprit. You'll notice in the far right column, it'll show you how much time it affects the "load time" of IE9.
Q2) The tutorial below can help show you how to set new tabs to open to whatever you have you first homepage set to instead.
Q3) This could also be related to Q1.
If all else fails, then you might see if using the tutorial below to completely reset IE9 may help.

Ok guys, they are all great things to try! I will read the tutorials first and then work on some settings and see how that goes. I actually use Firefox (ewwww!) as my default browser, but it was not loading some sites correctly, so i fired up IE to check if it was the site or not and then i had problems with IE too 
. After i get IE squared away i may be going to the mozzilaZine forums next!!

What firewall and AV program are you using?

I see a zone alarm icon in lower corner, Brink is on to something. :)
Maybe try disabling it for now.

Well, I'll be hornswaggled!! I disabled my AV, which is ZoneAlarm and ran IE and never got the error message that it is not responding and do i want to recover the webpage.
My firewall is the OEM Windows 7 firewall, nothing aftermarket.
Not sure why ZA would interfere with a browser opening another tab though...
So, now i have either fixed or understand whats up with IE on my PC.
The only issue is the looong load time when first clicking on IE.
It still takes a good while to load. Much longer then my FF browser, and it makes my
processor run hard, (see task manager in L/R corner in pics). My CPU usage may be 50-85% while IE is loading, and can slow down or sort of "stall" my PC, especially if another program is downloading updates, which happens when first turning on the PC.

While noodling around on the Browsers and mail section, (and boy do alot of people have issues with IE!!) i found the Peacekeeper Benchmark test. I figured it would give me a clearer view of all my browsers performance. I ran the test, with surprising results:
IE7 64Bit-873
IE7 32Bit-1290
FireFox-1460
So, first-off, should have i stated clearly in my initial post i am using, and having the problems with my 64Bit version? Since my OS is 64Bit, i figured i should use the matching bit browser. This whole problem started when my FF browser would hang in certain sites, like my e-mail, which prompted me to open IE to see if i had the same problem, (which after IE would finally load), ran quicker in my e-mail.

Try the 32-bit version in no add ons mode.
Start> all programs> ermm.. Accessories > um.. system tools maybe? ie (no add ons)
I may be wrong if not just search ie9 and see what comes up.
As well i think your pc should be able to handle it, but maybe try tools>internet options>advanced>accelerated graphics and mark use software rendering.
worth a shot, and if not then i would really try Brink's tutorial link on re installing.
