WLM plus cant send sound bytes to person

I can not send a soundbyte to one of my contacts. for the life of me i cant figure it out, my other contacts i can send just fine. I have updated Flash to latest for 64bit IE. this is has been a problem for a while. we both have Windows 7 installed.

the contacts version is WLM version 2011 (15.4.3555.308)

and plus
6.00.0.773 Release 9/24/2012


I have the latest updated for Both WLM 2012 and plus

Did you think maybe it is not WLM but the contact ISP you are sending too? His ISP might not allow it
