IE9 Does not Allow Standard Users to download files

    Small suggestion. Start a new standard user account, set it up the way you want it. See if that solves the problem. If by chance it does delete the old standard user account.

    Hey Layback bear,
    Sorry this took so long, I've been a very very busy person. I have created a new user account and for now it has resolved my issue.

    thank you all for your help in resolving this problem.
