As far as I know, when you log out you are a Guest, and a Guest can't select a different skin.

The default skin when I sign out is the strange one in the screen shot.
When I sign back in, it loads my selected skin and all is well until I sign out again
This isn't a big problem for me other than I have this obsession to know why things don't work.

If you sign in, and select the default skin again, is it now displaying strangely again? Is it the only skin displaying that way? It changes in the box, but doesn't load,refresh and the box reverts back to seven blue.
It is now doing the same thing in edit options as it was when using the droplist

Can you sign in with another browser and change it in edit options? If so sign out and sign in with IE again, it will be set as your default. It's odd that you can't change it with IE  But then again, IE is the one with the problem with the forum.
Perhaps try IE with no add-ons? Start> In seach box type internet explorer> Select Internet Explorer (No Add-ons) from the choices above

A Guy Change shin to black on chrome,stays on black even on "signed out" page,close chrome try with IE,it is still weird page
Sign in on IE and page is seven blue
sign back in on chrome and page is reverted back to seven blue
Tried with add on disabled(only one there)same results.

I would delete IE cache and cookies if you haven't already IE> Tools> Internet Options> General tab> Browsing history> Delete

Is this problem solved yet?
You might want to change the DNS server addresses.. See if that makes a difference. (It did for me thanks to my stupid internet connection.)  Warning Note your current DNS numbers before making the change
Change: Preferred DNS Server to 4.2.2.2
Alternative DNS Server to 4.2.2.3 Refresh the page a few times.
