A guess here: Outlook.com is an upgrade to Hotmail. Try logging in here http://www.outlook.com, using your id and password.
If you can log in and it asks you to convert from hotmail, say NO... for now.
I don't think Hotmail would ask for your card (assuming you meant credit card). There might be something redirecting your browser.
What Anti-virus application do you use?
Run a full
Malwarebytes scan - if you have to install it, make sure that you select teh free version, not the trial or full version. I think they offer a trial at the end of the install - you want the FREE version.

Google search turns up a virus that sounds like what you describe. Unfortunately Malwarebytes free also might be affected. The clue was Hotmail asking for card information.
You might try
ESeT online scanner instead of Malwarebyte. I don't know if you have a virus or not, or if ESET would be compromised

Until it is determined if a virus is on your machine... do not enter any sensitive information. When you system is known to be clean.... change your passwords, at the minimum, on Hotmail.
