OK mate, I see you are no help for me and many others! So I will assume it IS motor cycle which has been in use for years and the only one I know of. Bleah.

I don't have any default for .php from what i see (below).
I haven't seen the issue with PHP that huffman reported in the OP.
I just mentioned what i did because I see source code when I expect to see an HTML web page for the Belarc report...
My association for .html is Firefox, my default browser...

Maybe it's FF that's palming it off to Notepad++??
See what happens if you change your default browser to IE and then run Belarc - then switch back to FF and try again.

Good ideas...
Tried them and it always opens the Belarc results in Notepad++
IE as the default opens Notepad++ source file, and switching back to FF still does.

I'm really not concerned for myself about this, I just mentioned it because I see a similarity in the OP issue.
I don't want to hijack this thread, or confuse the issue.
For me, it's on a Test box and I can restore it...

I found and fixed my issue with Belarc Advisor opening the report with Notepad++.
It has nothing to do with IE 10.
I found an incorrect registry setting that Belarc somehow used to open the report.
I apologize for sidetracking this thread.

I changed the data from "Notepad++_file" to "htmlfile" in this key:

php pages in IE10-regsp01.png

I probably should delete the Notepad++_backup key, but I want to check some other systems before doing that...

Interesting that the change didn't show in the Default Programs listing!

Could be the same issue with the .php for our OP??
