connot access the internet yet I have a connection

all of a sudden I opened up chrome and put in an andress and nothing happened. the extended url (if that's the right thing to call it) came up and it told me the page was loding but nothing ever happened. I then cheked to make sure I actualy had internet, I did, I tried opening a page with mozilla and then IE again nothing. I checked some other postes and tried restoring my computer to an earlier date, it worked bit wjen I came back the next day my computer had restarted to install updates and the problem was back, repeated atrempts at recovery did not give back the previous results. Another post asked for me to reistall my networkimg driver, no success. I am now backing up important files incase I need to do a reistall. My computer is the only PC I have access to so downloading programs and moving them toy computer is difficult (mac to PC). Thanks for your help, I'm on my phone right now of you ate wondering why this post looks so ugly...

Try to do a flush DNS inside the command prompt

Click on then type in cmd and press [ENTER] inside the command prompt type

    Code:
     ipconfig /flushdns

I'm too tired to put this nicely so I'm gonna be blunt.
My browsers will not "browse" the internet.
I am connected to the internet.
    Tried using chrome and IE.
    Other applications can connect.
When restored to a previous image internet was restored for a short time util computer restarted after windows updates.
I have tried ipconfig/flushdns, it got IE working for a short period of time.
Virus scanners used; avast, microsoft security essential, spybot, malwarebytes, all came up with nothing.
Browsers work in safe mode with networking.

Please help me I'm not sure what to do at this point...
