I just reinstalled IE10 and booted into safe mode. It works perfect, and the download folder is there too.

So how do I diagnose and get it to run normally, rather than in safe mode?

I would try a clean start to see if there is a conflict

Troubleshoot Application Conflicts by Performing a Clean Startup

The issue is it crashes right away in windows? Not that it won't connect, correct.

Well, since i reinstalled IE10 again i was able to open it by right clicking and opening it as administrator.

And it works perfect then. I am leaving it installed untill I figure out how to get it to open normally.

My UAC is set so I should not have to run IE as Admin, but other than that it functions fine now GUY.

If i due a normal double click it will open, then crash.
If i double click again nothing happens.
A right click > run as admin and it opens quick, performs fine now.

    I just ran:
Perform a clean startup to determine whether background programs are interfering with your game or program

It turned off a couple things for start up, but IE still says "not responding" when normally double clicking.

What are you using to launch? The exe in the programs folder? The start menu shortcut? The all programs shortcut, etc? A Guy

A Guy suggests a Seven Forums tutorial for troubleshooting via a clean start up and you go to a MS website that details almost the same thing?? I think that you will fine the troubleshooting methodology mentioned in the Seven Forums tutorial to be much better.

I am using my desktop icons to launch IE. However, I launched it from the start menue too, but only by right clicking > run as admin

Sorry, I saw that as a source on the tutorial A GUY mentioned. I will run the windows 7 forum tutorial now

I would try launching it from the Internet explorer folder too, just to confirm it will only run as admin. Your user is an Admin, correct? You can always set the shortcut to run as admin, but as you say, it shouldn't be necessary.

You might try running the System File Checker, and see if it finds any issues to correct.

SFC /SCANNOW Command - System File Checker

After running the windows 7 forum tutorial as A GUY recommended IE will now open normally.

Do i leave my PC the way it is now, or is this a diagnostic to help solve the problem?

You have items disabled via a clean start? Follow the rest of the tutorial to ebnable 1/2 to see if problem returns, etc. This will eventually allow you to track down what is conflicting. A Guy
