how to sync bookmarks between Chrome and IE?

I had been using chrome on all my devices including work desktop for years and Chrome automatically syncs the bookmarks. In the beginning before I knew Chrome does it automatically i had installed X-mark, but that screwed everything up, duplicating etc. So far so good.

But this week our work IT department de-installed Chrome and also disabled the option to reinstall it. So I only can use IE at work (and can't even install the google toolbar, IT also stopped that.) the reasons are unclear to me, but this is not negotiable - they won't make an exception for me.

I like to keep using chrome at home, on my phone etc. How can I automatically synchronize bookmarks so that when I add/delete some at work they update all my chrome devices and vice versa?

I googled, and there may be a way to sync all IE, but didn't find anything that would work between browsers.
not sure if X-marks in theory would work, but this had caused problems in Chrome unless that got resolved.

I don't want to use Firefox, opera etc. (not sure if our IT even allows those anyway). This really is upsetting since I was so happy to have found Chrome after using FF for years (the memory leaks and crashes killed my nerves). in the old days I would export my favorites everyday when I left work etc. but this is very retarded and wouldn't help with my phone etc.

wish Google made a plugin for IE (but seeing how our IT blocked even the Google search bar it might not work anyway).

I kind of found a semi-workable solution. I researched more and the Chrome issue with X-marks can be overcome by disabling the chrome bookmark-syncing (settings --> advanced sync settings --> uncheck "bookmarks"). that way x-mark seems to work between IE and chrome.

I cleaned up my bookmarks a bit and it seems to work.

The wrinkle is Google isn't up to date with my bookmarks anymore and therefore my phone (I use Cmarkslite to sync with google) won't get updated bookmarks. I tried to disable xmark in chrome and enable chrome syncing, but then I reverted that back it kind of created duplicate boookmarks (despite not being logged in X-mark and chrome at the same time). so that still is an issue. Not a biggie right now since I don't browse that much on the phone.

it may be good to have 2 browsers in use if one decides to add weird features. I have a long history of avoiding IE. I used Netscape, but at some point IE was the only good browser (must have been around IE5 or 6). Then went to Firefox for a few years since it had tabbed browsing, X-mark worked and it had some add-ins like weather and firebug I liked. but then it had way too many memory leaks and crashes etc. I tried out chrome. first I didn't understand it and went back to FF. but then they wee better with addons, I understood the syncing and used Chrome. I never liked IE 9/10 for the few occasions I had to use it (some of our company sites like sharepoint etc. don't work well in non-IE). but now that I'm forced to use and have my bookmarks I actually kind of like it.
Compared to chrome I like it has a bookmark sidebar which is much better to use for bookmark maintenance than Chrome. and chrome decided to show the bookmark favorites with 30 point line spacing, so that my screen isn't large enough and I need to scroll bookmarks. IE has tighter line spacing.

There likely isn't a perfect browser and the better company always decides to screw up a good browser at the next update.

There is a simple fix for this line spacing problem:

Edit the target of the Chrome shortcut to read:

    "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-new-menu-style

Chrome Other Bookmarks And Settings Tabs
