Getting message "couldn't be downloaded"...

    Question 1 : Do other folders have the same settings as ownership ?

    Question 2 : Do the other folders have Authenticated Users in the Properties ?

    Question 3 : Are you sharing the folder C:\Users\{your account} ? Right click choose sharing

    1.) Yes, other folders do have he same ownership.
    2.) Yes, other folders do have Authenticated Users.
    3.) No, I'm not sharing the folder.

    This morning, I tried downgrading from ver 10, to ver 9, and still the same effect.

    Try this

    Go to Internet Options in IE9 (Tools > Internet Options)

    1. Choose the Advanced Tab
    2. Scroll down to Security
    3. Un-check Do not save encrypted pages to disk

    checked that and it is unchecked. I have Microsoft Essentials installed. would that have anything to do with it?

    Im not seeing any settings for it to block downloads . Were you able to download before you installed MSE ?

    I haven't noticed it before MSE was installed. I just tried uninstalling MSE and rebooted the PC to see if that helps, and still getting the same message. I'm so confused.

    Can you tell me if the folders with the locks on it have HomeGroup and Users inside the Properties window ? In the Security tab .

    All the folders don't have locks on them. Including the username folder.

    Do the names HomeGroup and Users show up in the folders ? Under security tab ? If you have HomeGroup try to remove that username from the Security tap .

    no neither of those groups exist in the downloads folder or the username folder. very confusing.
