Hi,

I am actually in Hong Kong. Although I am not really sure if it is my ISP doing the filtering... since when I tried to use other ISP when I am in a local internet cafe I am able to visit the site.... Also I was able to visit the mentioned site a couple months ago... Not sure if it is the site server DNS problem or my ISP.... Though VPN or proxies fixed the Server not found/Error 137 problem...

In some countries where the governement is tightening freedom of speech or so called 'objectionable, subversive, seditious,' materials or entertainment materials used up alot of bandwidth. The ISP will just put a throttling effect on that IP or blocking it for sometime then at a later time allow the users to access when there are not that many users accessing anymore.
