IE 10 fails to install on Win7/64 SP1, err: 0x80070643

-Hello

Windows Update tries for weeks to install IE 10 but fails. I have downloaded IE10-Windows6.1-x64-en-us.exe to try it manually but this fails too. I get an error 0x80070643, in the event viewer this looks like so:
