Windows 7: This is weird, is there a fix?

Not sure what you mean here F12 you can switch Browser mode or Document mode and I suppose a whole lot more,
I made a example here,
I have three tabs open all running *32 or (x86)
One running as 64 bit probably windows updates or MSE ?
I'm referring to this post below. Search Bing I ran across some reference that F12 for trouble shooting IE wasn't WHP function. At least I couldn't get to to work. I'll check some of your suggestions ASAP.

I run Home Premium and F12 works for me.

I'll admit I do have some problems with IE10 as a matter of fact I had the same problem your having the first time I installed it, plus, it would crash on startup. Crash opening a new tab, tabs would hang, and I still can't see all my folders in Libraries\Pictures, but that doesn't mean I'm giving up on it.

The one item Microsoft concentrated on before they released IE10 for Windows 7 was graphics. I see your running dual monitors with two different graphics cards, when is the last time you checked for updated drivers for them? Do the monitors need new drivers?

Here's a thread about ATI Graphic cards (the second card in your specs) and Dell, granted it's for laptops, but a lot of software and hardware gets mixed between laptops and desktops. IE10 constantly crashes | Windows Secrets Lounge

Did you try clicking on the "Fix Connection Problem" button that shows in your error message in post #22?

I think you reset IE10, did you do a complete reset? Step #5 here: Internet Explorer - Reset

You could try the x32 version of IE10 available at Download Internet Explorer 10
I've put a lot of time into this. Getting angry at FF & seeking other browsers has been like opening Pandora's Box! I've tried, IE10, IE9, IE8, Safari, Opera, Chrome, FF v20, FF v23-64 bit beta & back to FF v22. I didn't like the others & will stay with IE or FF.

Maybe IE10-64bit isn't ready for prime time. MS doesn't appear to be ready to commit to 100% IE 64-bit. Maybe that's the issue. Or, maybe it has something to do with dual monitors with different graphic cards. Mac doesn't seem to have issues like this because of their limited closed design policy. But, I prefer PC & willing to deal with things like this.

If I can get IE10 32-bit to work properly I stick with that. IE8-32 bit worked fine, so maybe IE10 will too.

Reset seems to of fixed the issue! Funny, I thought I had reset to defaults before but must not have. I have upped some of the security setting from "Medium" to "Medium High" with no errors. So far so good. Have uninstalled FF.

Very weird...
Whenever I open something, say IE, its not the active window. It will open, and sit on the front of the screen, however i cant type in it unless I click it to activate the window... Also, folders keep popping up behind everything, and new windows open behind the active window. I want the new window...
