    Compatibility viewer blocks everything.

Probably not the right area but whenever I log on I get a white screen and an message at the bottom that says..

"A problem displaying (website) caused Internet Explorer to refresh the webpage using Compatibility View."

This happens on every site. I tried to turn compatibility viewer off and I tried resetting my internet settings. Nothing worked.

Click the Start button and type in the search box,
turn windows features on or off
Click on suggestion when ever it appears,
Use Clean boot if need be,
    http://support.microsoft.com/kb/929135
Uncheck the Internet explorer box and Boot when prompted,
Repeat and Turn ie back on.

Neither idea worked. When I tried to turn it off I got "An error occured. Not all programs were successfully changed." It was the only program I tried to change

Clarify please what are you logging into when you get this screen ?
Simply opening Internet explorer or logging into your computer ?

    F12 Developer tools,
Yes Browser mode should in most circumstances be set on ie10 not Compatibility view unless the webpage looks odd or video controls do not function/ comp-view will usually clear up those issues,

    Reset ie9 or ie10 manually,
Click the Start button on the Taskbar,
    Click on Control panel,
Click on Internet options, Change (View by on the top right to Small Icons)
    Go to the Advanced section,
Click on Reset button on the bottom,
Check the box to Delete personal settings,
    See a tutorial here,
    https://www.sevenforums.com/tutorials/1222-internet-explorer-reset.html
After reset open Internet explorer and check the box to accept the Recommended settings,
A popup should appear saying there are Add-ons ready to be Enabled/ Click on No for now.
    While Internet explorer is open,
Hold down the Alt key and type TB or Menubar/ Tools/ Compatibility view settings.
Uncheck Display all sites using comp-view and also Uncheck Download updated comp-view lists from Microsoft automatically,
If any sites are listed in the Compatibility view box Clear them from the list/ Close window.
