What does the Favorites bar look like when you go to Organize favorites from the star on the top right,
Also what was it before you "Borked" it Bookmarks ?
Right click it and click on Properties/ use Previous version ?

You should be able to right click Favorites bar and Bookmark toolbar and click on Properties and see a previous version listing.

I don't know what 'right' them means, but I can't move it anywhere. If I try to 'reset' IE, it keeps those the way they are.

I doubt that will help your Favorites bar,
    But feel free,
I don't know which version your using so you might need to substitute ie10's update with ie9's update,
If you choose to Uninstall ie10 or ie9 see these,
