Incorrect naming of downloaded files in IE and Chrome _exe _pdf _txt

Downloading any file using IE 10 or Chrome causes a popup at the bottom of the window saying that the file could not be downloaded. I am given the options:
    • retry
    • cancel

If I hit "retry" the file immediately downloads. BUT the file's extension is messed up. The file downloaded has no extension. The form of the names is FILENAME_EXT. So I see:
    something_pdf
    something_exe
    something_doc and so on.
I rename the file replacing the underscore "_" with a period "." and the file is usable.
Once again, I am totally lost.
    Thank you.

Try using Clean boot with ie,

Also Use No Add-ons mode/ Click Start and type in the search box,

I have actually seen instances of this before, but never a definitive fix. If the clean start ThrashZone suggested does not alter this behavior. Try booting to Safe Mode with Networking and see if the behavior still exists.

    Safe Mode

When did this behavior begin> Do you have a System Restore point from just before it began? That may be easiest.

    System Restore

This does not completely apply, but worth a try
