    Okay,
You can click on the Choose add-ons popup to be directed to the page to see which one or ones that are activating the popup,
Click on Disable and Uninstall a re-install the add-ons in question,
The default setting to activate the popup is 0.20 seconds which is generous because any given add-on should only take 0.02 to function properly anything more than the default setting is not a good sign and should be fixed by the above method,
Post any findings about which ones are defective.

I'm probably a bit dense here - are you talking about the "Manage Add Ons" window? I've tried disabling various add ons without sucess. Could you clarify a bit?

    Thanks

No. there is a different window that I cannot copy and make an attachment of. I'd like to know I can get to the window you are showing.

Open Internet explorer, Use Alt+TA or
Gear symbol on the top right and click on Manage add-ons,
Click on Show on the left/ middle and select All.
    Use the windows snipping tool,

Here is the window I have. Also, the Show button is grayed so cannot be clicked.

I have the snipped pic in a file not on a web page - how do I attach that to you?

    Here it is.

This is the preferred, best way to upload an image to a post.
Screenshots and Files - Upload and Post in Seven Forums
You may also upload a photo or image as you would a file, without using the Snipping tool.

Interesting picture of the add-ons page,
Point your mouse cruiser on the bottom line of the Horizontal scroll bar and see if it turn into a double arrow,
If and once it does left click hold on it and drag it down so you can see more items on the list,
But for the most part see if you can do this,
