Internet Explorer stopped working - update errors 9C4D & 9C48

Hi,
My internet explorer has not been working for some time. When I attempt to open it I just get " Internet Explorer has stopped working".

I am also getting the windows update errors 9C4D & 9C48. I have downloaded and run SURT & run an sfc scan. Attached is the CBS zip. Any help would be much appreciated.
