Browser can't download Chrome or any other downloads

I have an Acer laptop with windows 7. I have used Chrome in the past with no problem. Now all I can use is IE (64 bit). When I tried to use tweakfit, it loaded everything, but said the page was unavailable when I went to get the license number. I have tried to have a tech company log on to help and they can't log on to my computer. It will not upload their "fix" software. Chrome tells me now that I need to check Firewall "whitelist". I turned Firewall off and tried Chrome - nothing. I turned firewall on and tried Chrome - nothing. IE is just too slow for me as I like to play games. What do I do? I have restored the system to an earlier date and no fix. I don't know what happened. Can anyone help me?

    Hi and welcome to SevenForums,
    What is tweakfit ?
    Use Clean boot,
    https://www.sevenforums.com/tutorials/179159-troubleshoot-application-conflicts-performing-clean-startup.html
Click Start and type in the search box,
    msconfig
Click on the suggestion on top or hit the Enter key,
Go to the Startup section and take some screen shots for a complete list,
Go to the Services section and on the bottom left Check the box to Hide All Microsoft services,
    Repeat the screen shots,
See the links above my signature on how to take and upload screen shots here,
    Cheers.
