error 0x80070003, can't fix using "fix it", os win 7 in russian

Hello! I have been helping a friend fix his toshiba running win 7 in russian. It had a redirect and some other maleware issues that have been resolved, but the machine still slows down and shows the 0x80070003 error. We ran the fix it (auto) because, for some reason I got "access denied" using the command prompt (can't remember it offhand, give by the ms support site) Anyway, decided to uninstall ms ie 8 and do a fresh install, but can't find it to uninstall. Followed all the suggestions given on where in is, but it just isn't there. Found it to "disactivate", but I'd like to get rid of it, as it is flaky. (one shortcut gives a version that won't work, one gives a good one) He uses Chrome. Could there be an issue with languages? or is that a rather superficial thing. THanks for any help, my Russian isn't that great, and my friend doesn't speak 'Computer'. Been fighting this for a week.

More than likely this computer came with ie8 and not ie7 so there would be no way to roll back to ie7,
