chrome launches on login black background, before explorer starts

hmm this is a wierd one.

after resolving a system problem (public directories getting locked out, admin profile getting locked out) by creating new users, running a series of malware removal tools, chrome and or windows is doing something very oddd.

on login of (new) admin account, and maybe user accounts too, chrome will appear to new tab page (defaults to this on start) on top of a black screen, while the account is logging in. this may go on for a minute while system is either doing windows updates, or fresh installation of avg and maybe for other reasons. explorer has a big delay on starting.

the funny thing is chrome is entirely open when nobody opens it, and even before the system finishes booting...

Edit: this time it seemed stuck there, with chrome open, and no taskbar or icons, but the wallpaper did come up, maybe i didnt wait long enough, i waited 3 monutes though almost.

so i logged out, and logged back in using task manager (ctrl alt del) and this time logging back in chrome didnt start and it logged in normally. i have seen chrome start liek this first several times , not just one.
